»Protection of the Constitution and Democracy. Legal Prerequisites and Limits for Influencing Public Discourses by Domestic Intelligence Agencies« The author specifies the legal requirements for the observation of organisations by the Agencies for the Protection of the Constitution and for reporting in the Annual Reports on the Protection of the Constitution, in particular by elaborating criteria for the identification of actual indications of anti-constitutional efforts. It shows that it is fundamentally unconstitutional to report publicly on organisations whose anti-constitutional activities have not been proven.
