Over the last few years, in a series of judgments, the European Court of Justice has ruled on the compliance of national regulatory frameworks of gambling services with the fundamental freedoms set out in the Treaty on the Functioning of the EU. The Court's judgments particularly require all EU Member States to pursue a coherent and systematic gaming policy including a coherent gaming legislation. This book discusses the concept of coherence established by the Court and examines whether the German regulation on certain lotteries meets the requirement of coherence.
