In ihrem elften Sektorgutachten Telekommunikation mit dem Titel „Staatliches Augenmaß beim Netzausbau“ macht die Monopolkommission Vorschläge zur Verbesserung der Rahmenbedingungen für den privaten und öffentlich geförderten Netzausbau in Deutschland. Mit Blick auf den Festnetzbereich sollte die Auferlegung strenger Nichtdiskriminierungsvorschriften geprüft werden, um die Intensität der Zugangs- und Entgeltregulierung von Glasfasernetzen zurückführen zu können. Kritisch wird hingegen die Ausweitung der Festnetzförderung auf Gebiete, in denen bereits eine schnelle Infrastruktur vorhanden ist, bewertet. Das Bundesprogramm zur Förderung des Mobilfunks kann aus Sicht der Monopolkommission auf Ebene der Kommunen ansetzen oder in Form einer Rückwärtsauktion organisiert werden. Die geplante Mobilfunkinfrastrukturgesellschaft des Bundes kann dies sinnvoll flankieren, soweit sie auf begleitende administrative und beratende Aufgaben beschränkt bleibt.

Abstract In its eleventh Sector Report Telecommunications, entitled "Governmental restraint in network expansion", the Monopolies Commission makes proposals to improve the framework conditions for private and publicly funded network expansion in Germany. With regard to the fixed network sector, the imposition of strict non-discrimination regulations should be examined to reduce the intensity of access and price regulation of fibre optic networks. On the other hand, the Monopolies Commission is critical of the extension of State aid for fixed networks to areas where fast infrastructure is already in place. According to the Monopolies Commission, the federal programme for the promotion of mobile communication can be implemented at the level of the municipalities or organised in the form of a reverse auction. The planned federal mobile infrastructure company can provide meaningful support, as long as it is limited to accompanying administrative and advisory tasks.
