Abstract Public partnerships are a ubiquitous phenomenon, connected with the hope of increasing efficiency, effectiveness and acceptance of State actions. Nevertheless, the democratic order typically does not depend on the model of State cooperation, but on authoritarian decisions. Against this background, the work describes the development of cooperation as a form of State action, the actors in this field, the legal practice and legal frameworks and presents results capable of generalization.
