»Structural Principles of the Savings Bank Constitution«: In contrast to other credit institutions, the existing savings bank constitution constitutes type-defining structural principles. These are: the specification of a »public mandate« as a basis for legitimation and a program of action, the subordination of profit policy to »non-profit status« under savings bank law, the constitution as »legal entities under public law«, the »regional principle« and the so-called »communal bond« in relation to their muncipal institutions.
