Erstmals liegt mit diesem Band eine vollständige, interdisziplinäre Typologie föderaler Kompetenzverteilungen in Europa vor. Sie erfasst sowohl die EU als auch Bundes- und quasiföderale Regionalstaaten, darunter etwa Deutschland, die Schweiz, Österreich, Belgien, Italien, Spanien und das Vereinigte Königreich, aber auch asymmetrische Fallbeispiele aus anderen europäischen Staaten, die über „konstitutionelle“ Regionen verfügen. Detailscharf und systematisch werden Modelle und Strukturen einer Kompetenzverteilung, die Auslegung von Kompetenztatbeständen, die Kompetenzgerichtsbarkeit, praktische Probleme und Machtkonflikte am Beispiel einzelner Politikfelder sowie Reformvorhaben untersucht. Ein internationales Autorenteam analysiert die aktuellen Entwicklungen auf nationaler wie europäischer Ebene und zieht vergleichende Lehren aus verfassungs- und europarechtlicher sowie politikwissenschaftlicher Sicht.

Alle Herausgeber wirken am Forschungszentrum Föderalismus der Universität Innsbruck mit.

Abstract This innovative volume is the first to present an exhaustive interdisciplinary typology of federal power-sharing systems in Europe. It covers the EU as well as federal and quasi-federal regional states, such as Germany, Switzerland, Austria, Belgium, Italy, Spain and the United Kingdom, but also asymmetric cases from other European states with ‘constitutional’ regions. A detailed and systematic focus is placed on models and structures related to the allocation of powers, on the interpretation of know-how, on judicial reviews of competence issues, on practical problems and power conflicts in selected policy areas as well as on reform proposals. An international team of authors analyses current developments at European and national levels and draws lessons from comparative experience in the fields of constitutional and European law as well as political science. All the editors are members of the Research Centre on Federalism at the University of Innsbruck.
