'Extraterritorial Effects of German Constitutional Rights in Multi-Level Human Rights Protection'

While the fact that every public authority is bound by constitutional rights is perhaps the most fundamental lesson in German constitutional law, it is less clear if this commitment is limited to domestic actions or if it applies equally beyond the borders. Using arguments from the similar debates on human rights treaties, the author argues that German constitutional rights apply whenever a German public authority acts, regardless of whether or not the action happens on German soil.
