Monistische Einwohnerversicherung

For many years now, there is a discussion in Germany about reforming the dual system of health insurance. This current system is flawed as it restricts competition. Alternative concepts have so far underestimated the path dependency that comes with a reform. Therefore, the authors put forward their own suggestion for a reform, that is not limited to insurance related questions, but rather outlines basic principles for a regulatory health law and a monistic resident insurance, borne by privately organised insurance companies, that compete on a state regulated market. Questions regarding transformation are addressed following the example of regulated network economies (energy, telecommunications, traffic).
